What it is

The Virginia Department of Small Business and Supplier Diversity (SBSD) is a Commonwealth of Virginia state agency that provides education, assistance, economic opportunity and access to capital to help small businesses grow and create jobs. Its stated mission is to help small businesses overcome barriers and create economic opportunity, with a particular focus on small, women-owned and minority-owned businesses. The agency is based in Richmond and has staff assigned to regions across the state, including Northern Virginia.

What it offers founders

  • Certification: SWaM (small, women-owned and minority-owned), DBE (Disadvantaged Business Enterprise), SDV (service-disabled veteran-owned) and ESO (Employment Services Organization) certifications, which can open doors to state and federally funded contracting.
  • Financing: The Virginia Small Business Financing Authority (VSBFA), the agency's financing arm, offers loan, credit support, bond, grant and venture capital programs. Its Microloan Program lends up to $150,000 to qualifying businesses without requiring bank participation.
  • Business development: Free webinars, workshops and networking events each year on marketing, finance, government contracting and strategy, plus one-on-one counseling with Business Services Managers.
  • Online tools: Business One Stop, an online hub for starting, running and funding a business, and a Small Business Resource Hub.

Who it is for

SBSD serves Virginia small businesses and aspiring entrepreneurs, from first-time owners to established firms selling to government. For SWaM small business certification, a business must be at least 51% independently owned and controlled by U.S. citizens or legal resident aliens and have 250 or fewer employees or average annual gross receipts of $10 million or less over the previous three years. Venture-backed tech founders may find its equity programs run with VIPC more relevant than its procurement tools.

How to engage or apply

Start with the certification overview, then apply through the online application portal; DBE applications must be submitted electronically. Explore loans on the VSBFA loan programs page. For counseling or questions, use the contact page, which lists the Richmond office (open Monday to Friday, 8:00 a.m. to 5:00 p.m., phone (804) 786-6585) and regional staff, including a Northern Virginia Business Services Manager.

Why it matters in the DMV ecosystem

For Virginia-based founders, SBSD is the state's front door for supplier diversity certification and small business financing. SWaM certification is aimed at state-funded projects, while DBE targets U.S. Department of Transportation and other federally funded work, both common paths for companies in Northern Virginia's government-heavy market. The agency also points founders to state-backed venture capital through its venture capital programs, delivered with the Virginia Innovation Partnership Corporation.
