What it is

The Department of Licensing and Consumer Protection (DLCP) is the District of Columbia agency responsible for regulating business activity in DC. Its stated mission is to protect the economic interests of residents, businesses and visitors by licensing and regulating businesses and by enforcing the Consumer Protection Procedures Act. Its service areas include business licensing, corporate registration, occupational and professional licensing, consumer protection, special events, short-term rentals, vending and weights and measures.

What it offers founders

For most startups, DLCP is where you register your legal entity and get licensed to operate. Corporate filings are submitted online through CorpOnline. The Business Licensing Division states that anyone engaging in business activity in the District must be licensed, and that every applicant completes four core steps before applying for a specific Basic Business License. DLCP has introduced BOSS, the Business One Stop Solution, a single platform for corporate registration, Basic Business Licensing and related services, with a dashboard for license status, tasks and deadlines. License applications are now submitted online at boss.dc.gov.

Fees

According to the fee schedule, initial registration costs $99 for a domestic for-profit entity and $220 for a foreign for-profit entity. A for-profit biennial report costs $300, with a $100 late fee after April 1 of the year due. General Business Licenses cost $49 for six months, $99 for two years or $198 for four years.

Free help for new businesses

The Business Resource Center offers free workshops and one-on-one consultations, guiding owners through entity registration and the steps to a Basic Business License. DLCP also lists ward-based account managers, virtual appointments and recurring events such as General Business License Bootcamps.
