What it is
DOB is the District of Columbia agency responsible for regulating construction activity. Its stated mission is to protect the safety of residents, businesses and visitors and to advance the built environment through permitting, inspections and code enforcement. DOB was formed from the former Department of Consumer and Regulatory Affairs (DCRA) and began serving the District on October 1, 2022. Its offices are at 1100 4th Street SW.
What it offers founders
- Home Occupation Permit: required to run a business from your home in DC, and must be obtained before your business license. Most home office uses are issued automatically, typically in about 24 hours.
- Certificate of Occupancy: confirms that a commercial space is used in line with zoning, construction and green building rules. Applications go through the Certifi platform and approval typically takes about seven business days.
- Building permits: for build-outs and renovations, with small projects reviewed through Digital Walk-Through and larger scopes through ProjectDox plan review.
- Pop-Up Permits and Certificates of Use: occupancy options listed alongside the Certificate of Occupancy.
- Zoning services and records: property lookups through Scout and permit and C of O records through eRecords.
Who it is for
Founders interact with DOB when they run a business from home, lease or build out an office, lab, shop or restaurant, or open a temporary pop-up. Property owners, contractors and tenants also use DOB for permits, inspections and complaints.
How to engage
Start with the How to Get a Permit guide, which explains checking zoning, defining your scope and choosing the right portal. Commercial permits go through the Citizen Access Portal, and Certificate of Occupancy applications through Certifi, as described on the Certificate of Occupancy page. Home-based businesses should apply for a Home Occupation Permit first. The Walk-in Center is open Monday, Tuesday, Wednesday and Friday, 8:30 am to 4:00 pm, and Thursday, 9:30 am to 4:00 pm. The main phone line is (202) 671-3500. DOB notes that after a customer system change, live chat is unavailable and email is recommended.
Why it matters in the DMV ecosystem
In DC, the business license process depends on DOB: a home-based company needs a Home Occupation Permit and a company leasing commercial space generally needs a Certificate of Occupancy. Building permit and C of O timing should be factored into lease and launch planning.
