What it is

Baltimore Community Lending (BCL) is a mission-based Community Development Financial Institution (CDFI). It serves low-income, low-wealth and other disinvested people and communities in the Baltimore region. It began in 1989 as the Baltimore Community Development Financing Corporation under Baltimore City government. In 2002 it became an independent organization and was certified as a CDFI by the U.S. Department of the Treasury. It added a small business lending division in 2020, and since 2022 it has served the Greater Baltimore metro area. You can read the history on its Our Story page.

What it offers founders

BCL's small business loans come in two tiers:

  • Emerging Loans: $10,000 to $50,000 over 3 to 6 years, for startups and emerging or existing businesses.
  • Growth Loans: $50,000 to $150,000 over 5 to 7 years, for businesses operating at least two years.

BCL lists interest rates of 7.5% to 9.5%. You can use the money for inventory and supplies, building out leased or owned space, furniture, fixtures and equipment, and operating capital. BCL also makes real estate development loans. Its Business Development and Resource Center offers advisor guidance, workshops, networking events and one-on-one coaching through its Capital Plus program. Support is matched to your stage, from business planning and financial forecasting to cash flow management and succession planning.

Who it is for

BCL lends to businesses in Baltimore City and Anne Arundel, Baltimore, Carroll, Harford and Howard counties. There is no minimum credit score. BCL says it looks at the applicant's whole story and gives weight to the owner's experience and management team, especially for startups. Anyone owning 20% or more must sign a personal guarantee. Applicants cannot have a bankruptcy resolved within the last two years, or IRS debt without a written repayment agreement.

Why it matters in the DMV ecosystem

Many early-stage and underserved founders in the Baltimore region cannot yet qualify for a bank loan. BCL is one of the local nonprofit lenders that fills that gap, and it pairs its loans with technical assistance. BCL reports that in FY2025 it deployed $17.4 million in capital and supported 423 businesses.
